Making AI adoption a policy priority
Key contributions at the Office for AI:
- Contributed to the development of the UK’s National AI Strategy and its implementation across government.
- Served on steering committees for strategic work on the UK’s future AI research capabilities and the commercialisation of AI R&D.
- Co-designed BridgeAI with Innovate UK: programme design, selection of four priority industrial sectors and exploratory analysis of market needs.

Building France’s AI capabilities
Key contributions to the delivery of France’s National AI Strategy:
- Led France 2030 programmes spanning compute, research, startups, technology commons and AI evaluation.
- Funded the expansion of the Jean Zay supercomputer, the Alice Recoque exascale supercomputer and France’s nine AI Clusters.
- Launched ALT-EDIC, supported scikit-learn, DeepGreen and Confiance.ai, and helped build France’s AI evaluation and safety capabilities.

Working at the heart of European AI governance
Key contributions at European level:
- Senior-level engagement with European Commission cabinets, Members of the European Parliament, the AI Office, the OECD and EU Member States on AI governance and regulation, including the AI Act, the General-Purpose AI Code of Practice and the Omnibus package.
- Advised the European Commission and EuroHPC on AI industrial policy and the European AI Gigafactories initiative.
- Drafted strategic briefs, op-eds and publications, with representation in the media and international policy forums.
Experience that can be applied to anticipating European developments, identifying the right stakeholders and making a technology visible, credible and relevant in Brussels.
Turning expertise into tangible outcomes
Public programmes, compute infrastructure, technology commons and international coalitions: a selection of achievements that reflect the operational expertise behind Argos.
Scaling critical open-source building blocks for European AI
- Mobilised €250m in public funding for strategic open-source projects, including scikit-learn, Probabl and the successful applicants to France’s call for generative AI digital commons.
- Established ALT-EDIC, a consortium bringing together 22 EU Member States around the data and language technologies required to develop European AI models.
Strengthening France’s national compute capacity
- Led and funded the expansion of the Jean Zay supercomputer, with €40m in public investment increasing its performance from 36.85 to 125.9 PFlop/s.
- Contributed to the development of Alice Recoque, France and Europe’s future exascale supercomputer, designed to deliver one exaflop per second.
- Supported the development of competitive private-sector offerings, notably through Scaleway and sovereign compute capacity.
Building France’s AI evaluation and safety capabilities
- Coordinated the creation of the French National Institute for AI Evaluation and Safety — INESIA.
- Supported Confiance.ai and the European Trustworthy AI Association.
- Led the development and launch of a French-language AI model evaluation leaderboard in partnership with Hugging Face.
Funding the development and adoption of AI
Designed and launched four France 2030 calls for projects:
- AI Pioneers — Pionniers de l’IA;
- Accelerating Generative AI Adoption — Accélération des usages de l’IA générative;
- AI Demonstrators for the Green Transition — Démonstrateurs d’IA pour la transition écologique;
- Digital Commons for Generative AI — Communs numériques pour l’IA générative.
Contributing to international AI governance
- Participated in the leading international AI governance forums, including the OECD’s AI Governance Working Party, GPAI and the International Network of AI Safety Institutes.
- Co-authored strategic work with leading researchers, including Yoshua Bengio.
- Developed policy engagement strategies for European institutions and contributed to the organisation of the Athens Roundtables.
Anticipating digital markets and AI regulation
- Contributed to the UK Digital Markets Unit’s work on the country’s digital markets competition regime.
- Developed first-hand experience of the main European and international frameworks applying to digital platforms and AI, including the DSA, DMA, AI Act, General-Purpose AI Code of Practice and Hiroshima AI Process Reporting Framework.
